1) No further work be done to restore operation of the RR north of Willits unless economic and environmental studies conclusively demonstrate that this section can be operated at an economically viable level whereby track through the Eel River canyon and other environmentally sensitive areas can be maintained at a level so as to not contribute to the environmental degradation of the Eel River. Such studies could be part of a comprehensive EIR or EIS on repair and resuming operation of the RR.
2) If the above analyses do not demonstrate that the north section of the RR can be operated economically so as to not degrade the Eel River, the RR section north of Willits should be disestablished. Funds should be sought to fully stabilize the roadbed through the Eel River Canyon so as to prevent future erosion.
3) The south section of the RR below Willits should be returned to freight service and be maintained so that it may potentially be developed for excursion/commuter rail service in future years. It is expected that such service may require local and state subsidies.
