Candidate Statements for 2002 Election
Santa Rosa City Council

Marsha Vas Dupre

It is a pleasure to be endorsed By the Sierra Club, for whom I worked in 1971.

For the last four years, I have been your advocate on the Santa Rosa City Council. With your vote, I will continue to protect our environment, limit our growth and be the champion of open and inclusive city government.

As a past president of the League of Women Voters of Sonoma County, I am determined to have a city government of the highest integrity that is open to public scrutiny. I am known for standing up to the special interest groups to fight for the needs of families and neighborhoods.

Because of my efforts, more people with diverse backgrounds are now participating in our City's policy making. My support of a competitive bidding process will help save millions in future garbage fees. I have worked to improve air quality, abuse of fireworks, calm neighborhood traffic, and build more low-cost housing. A lifelong environmentalist, I will fight to preserve our creeks, ridgetops, vistas, and open spaces.

I am honored to have the endorsement of Congresswoman Lynn Woolsey, Assemblywoman Pat Wiggins , Councilmember Noreen Evans, County Supervisor Mike Reilly, Rev. Thomas Kimball, Santa Rosa Symphony's Jeffrey Kahane, The Sierra Club, Concerned Citizens for Santa Rosa, Sonoma County Conservation Action, the Sonoma County Latino Democratic Club, North Bay Labor Council, AFL-CIO and many community leaders.

I have a long history of involvement with environmental issues. I was a founding member of the Committee For Restoring Santa Rosa Creek. Since 1989 I have worked to restore Santa Rosa Creek, Brush Creek and these projects are now ongoing. I have worked on the Prince Memorial Greenway continuously and we have made great progress in restoring the creek for steelhead trout and have planted significant riparian vegetation. I have worked on creating a creek curriculum for teachers and students to learn about the creek environment.

I was also a founder of the Sonoma County Agricultural Preservation and Open Space District. I was one of three members of the steering committee of the campaign to establish the District and its funding in 1989. I served as the environmental representative for eight years on the Advisory Committee including a year as chairman.

I have worked on creating bikeways in Santa Rosa, including the off street bikeway along Santa Rosa Creek. In one year there will be a continuous bikeway from Santa Rosa Avenue to the Laguna de Santa Rosa with connections to Piner and Paulin Creek trails. Iam now pursuing the linkage of the Prince Greenway to the west county trail so that we have a regional bikepath.

As a council member, I supported tough ridgeline regulations to ensure that our remaining hillsides are free from development. I worked on regulations to preserve our scenic roads. I supported tough regulation of pollutants from wood burning stoves.

I have supported more water conservation and water recycling so that we minimize our diversions from the river and also use our resources more efficiently.

I love living in Santa Rosa. But we have problems. We must act now to make positive changes to improve and protect our environment including ridgelines, open space, parks and neighborhood safety, to relieve traffic congestion, and expand elderly and youth services.

I will forge relationships to preserve our resources. By protecting and restoring our creeks and vernal pools they become an asset that our whole community can benefit from. Protecting our open space also adds to our quality of life. Planning for our future to insure we have available water is a high priority.

The city is once again facing issues of what to do with our treated waste water and how to maintain our fresh water supply and insure its delivery. These important decisions must be made by the community rather than by a five member council appointed board.

I will work to maintain our quality of life through more intelligent planning. I understand the need to relieve traffic congestion while supporting affordable housing and protecting the natural environment. City centered growth and mixed use development will help fill the housing need, reduce traffic, enhance business and create a new sense of community.

As your Councilmember living west of Highway 101, I will bring lacking geographical representation and knowledge to the Santa Rosa City Council from this area. I have been on the front lines of public service helping our community for over 15 years.
